Short, and targeted at a particular need - a very important need.

If we can't reduce the size of government just yet, perhaps we can whittle away at it by reducing the powers of the more or less permanent staff. AND, make them time-limited employees, who have to be appointed by the President and confirmed by Congress.

Baby steps.
